The Mayor called the meeting to order at 7:00pm. She then led those present in the Pledge to the Flag.
Mayor Day welcomed new Village Clerk Debbie Pinckney and new Village Treasurer Lori Milne. Both ladies thanked the board for their support and commented on the beauty of Cayuga Lake and what a great place to come to work too.
A. APPROVAL OF MINUTES
The minutes of August 10, 2011 were approved on a Motion: by Ryan, second by Erickson. Motion approved 5/0.
Trustee Shane Ellis was questioned about posting minutes online. Discussion and conclusion, approved minutes will be posted to the website for public review.

D. CORRESPONDENCE
· 08/30/2011 - Temporary Liquor License for Wine Tasting - Harris Park.. Discussion about the bathroom availability and the "special Event" signage. Dan Patterson stated the bathrooms would be closed by October 1, 2011. Trustee Cheryl Ziegler-Greer would volunteer to take care of the "Special Event" sign.
· 09/07/2011 - NYMIR Workplace Violence & Sexual Harassment train for the trainer class
Discussion: Trustee Shane Ellis will attend the seminar September 28th, 2011 from 1:00pm - 3:00pm at the Weedsport Fire Station.
· 09/08/2011 - Postal Memo for all PO Box holders The PO Box would be the 3rd line on the address after the street address and before the village, state and zip code.
· 09/01/2011 - Association of Villages of Cayuga County Monthly Meeting invitation for 9/27/2011 at Sunset
· 09/12/2011 - Invitation on 10/16/2011 for a customer showcase of the Young Explosives Corporation -
Bristol Harbor Resort, Canandaigua, NY - suggested the invite be given to the Linda Uebelman.
E. TRUSTEES REPORTS
1. Mayor Helen Day - Fire Department update.
· Mayor Day stated the FEMA Grant application has been extended. The amount is $106,000.00 and the department is hoping to use the funds to replace the SCBA Packs. If the department is awarded the grant the Village share would be $5300.00. Trustee Ron Erickson asked if the $5300.00 was in the budget? Answer: Yes. It was noted because of the NFPA regulations the department is required to replace all of the air packs in the near future.

· Ladder truck test is set for September 23, 2011
2. Shane Ellis - Streets/Cemetery
· Paving of Lake St should begin Monday weather permitting. Most of the work will is to repair the road side where we had water breaks.
· Watkins Survey has submitted a proposal to lay out a section of the cemetery specifically for creamains. No word yet.
· MaryJane Pitcher had purchased a 4 x 10 plot and wanted her deed to reflect that the site would hold 2 cremains. The Cemetery Rules and regulations revised in April of 2010 state that "Each single grave may accommodate no more than either: [1] one casket burial; or [2] one full burial and one cremation burial; or [3] two cremation burials. Debbie Pinckney will revise the deed with the correct address and attach a copy of the rules and regulations for Mrs. Pitcher.
· Request by Dan and Karen Witchey to purchase 2 plots with a down payment of $500.00 and the remainder to be paid before the end of the fiscal year. Motion: by Mayor Day to allow Dan and Karen Witchey to purchase 2 cemetary plots with a down payment of $500.00 and the balance to be paid before the end of the fiscal year, Second by Trustee Cheryl Ziegler-Greer . Motion approved 5/0.
· Lawn Maintenance concerns: Trustee Ellis would like to find the local law of New York State Building Code law with regard to lawn maintenance and ask that Code enforcement Officer Mike Anderson cite property owners that do not comply with the law. It was his understanding that if the property owner does not comply, the Village can hire the job out and levy the cost unto the taxes. Debbie Pinckney will research the Village Laws and have Mike Anderson contact Trustee Ellis.
· Sidewalk installation will begin as soon as the signed contract is received. Mayor Day signed, awaiting a signature from DePalma. Due to the change in office staff there was a breakdown in getting the signed contract to DePalma. The signed contract was mailed at the Village Post Office on September 12, 2011. Once the contract is received, DePalma will coordinate with Trustee Ellis to begin the work.
3. Ron Erikson- Sewer Utility
· Trustee Erickson asked Dan Patterson for an update on when the new pump would arrive. Dan Patterson was given a "second" arrival date of late September. Hopefully it will happen.
· The ponds will be shut down on November 15th, 2011. Discussion about the straw bales, Ron felt the last pond was looking clear and it was recommended the bales be replaced every 6 weeks or so. Dan Patterson stated the job is not a pleasant one, some of the bales were replaced and he will look into a regular schedule for replacing the bales next year when the ponds reopen.
· Trustee Erickson stated he had a complaint from Rich and Rene Stevens of overflowing water down by the machine shop. He investigated with Tony Fishettei and it was really just rain "run off" going under the road.
4. Cheryl Ziegler-Greer - Parks and Recreation
· As Trustee Ziegler-Greer was not at last months meeting she understands the Board voted for "Tobacco Free Parks". Deborah Menzef will send a sample policy and procedure to adopt at the October meeting.
· Fall/Winter Recreation Program will begin September 26, 2011. Request for staff appointment approval. Kathy Feocco will return as Program Coordinator at $11.00 per hour, and Rene Smith and Barbara Palmer will be recreation attendants at $9.00 per hour. Motion: by Trustee Ron Erickson, Second by Deputy Mayor Chris Ryan. Motion approved 5/0
· Trustee Ziegler-Greer requested an advance so Ms. Feocco could replenish supplies as opposed to Ms. Feocco using her own money to purchase supplies and asking for reimbursement. Mayor Day suggested using the Oriental Trading Catalog to purchase craft supplies as the Village has an account with them. There were concerns the gift card could be lost or stolen possible purchase 3 $100.00 cards. Conclusion to issue a Walmart gift card in the amount of $300.00 for athletic supplies and snacks along with the tax exempt form. Motion: by Trustee Cheryl Ziegler-Greer, Second by Trustee Ron Erickson. Motion approved 5/0.
· The Recreation Committee will meet the 1st Thursday of each month at the Village Office. (This was agreed after it was determined that the Cub Scouts will be meeting at the Hall the fist and last Thursday of each month from 6:30 until 7:30.) Ms. Zeigler-Greer stated the Committee is always looking for volunteers. Debbie Pinckney will ask both the Springport and Aurelius Town Board to advertise for a representative.
5. Chris Ryan - Water
· Trustee Ryan gave a brief update with regard to the options proposed at the Public Information Meeting August 17th held at the Cayuga Hall with regard to which option the people would approve as their water source. The public felt the best case scenario was to go with a water line from the city of Auburn as that will benefit the most people (including 72 from the Town of Aurelius) and all of the Village. That is the cheapest option of the three, the most expensive is to build a new water treatment plant, or extend the water line down Rt 90 South of the Village and hook up to the Springport line. Basically, the Auburn hook up is the most economical but still is over the State Comptrollers threshold, alternative funding must be found. To move forward with this option the Trustees must pass two resolutions:
Resolution 1: Motion by Trustee Chris Ryan that based on the evaluation of alternatives presented in the July 2011 MRB Group "Project Engineering Report for the Village of Cayuga Water System Evaluation", and the public input received at the August Public Informational Meeting, the Village Board hereby resolves to select a Connection to the City of Auburn Water Supply (Selected Alternative) to address the current Village Water Quality Issues. The Village Board further resolves to proceed with the Water System Improvement project as a joint project with the Town of Aurelius. Second by Trustee Ron Erickson Approved 5/0
Resolution 2: Motion by Trustee Chris Ryan: As discussed during the August 31st meeting with the Department of Health (DOH), the Village Board must submit additional information to the DOH which details the full scope and cost of the Selected Alternative, including the proposed treatment/handing of the DBPs/THMs and the demolition of the existing WTP. The Village Board hereby resolves to approve the September 14, 2001 Sage Stone Engineering (SSE) Contract Amendment, which authorizes SSE, with technical support from Barton & Loguidice, to prepare an Addendum to the Project Engineering Report. This report will serve as the Final Basis of Design for the proposed Joint Water Project with the Town of Aurelius, as well as the basis of cost sharing for the development of an Intermunicipal Agreement and the Map, Plan and Report for Town Water District Formation. The amended service amount is $12,500.00. Second by Trustee Ron Erickson. Approved 5/0.
With these resolutions the Mayor will contact Supervisor Edward Ide Jr. and the Town Board of the Town of Aurelius requesting a letter of support. The letter must be in hand by October 17, 2011.
F. SUPERINTENDENT'S REPORT
· Water
1. The Cayuga County Health Department had their annual Water Tower Inspection August 31st, 2011. The Culligan System has no answers from the new or old, it was determined to add media to five of the filters, replace one and it should be acceptable.
2. Water Plant is running well.
3. Flushed Lines yesterday.
4. At this time there are still 2 shut offs - Dymock and Martin. Dymock has been turned off, Martin is on 6228 Lake Street, a building owned by Tom Walczyk and although each tenant has an individual meter, there is just one shut off. Trustee Ryan will contact property owner Tom Walczyk to either get access to shut off just the Martin meter or shut off the whole building.
· Sewer
1. JLI Samples were acceptable last month.
2. As stated under Trustee Erickson report, we changed some of the bales at the Ponds. Mowed and tried to clean up.
3. Worked on repairing/replacing manholes on Cemetery Lane.
4. Koester stated the new grinder for the pump should be in by the end of the month.
· Streets
1. Grinding of streets in preparation for blacktopping is underway with assistance from the County Highway Department. Especially the areas where we had water breaks.
2. New backhoe is set for delivery September 15, 2011. Will spend time cleaning the old one for the trade in.
· Parks
1. Parks have been quiet with the kids back to school. The docks are out and anchored, still maintaining the baseball fields for an adult coed league.
· Cemetery
1. Working on a foundation request for the Pitcher cemetery plot. Worked with the surveyor for the
proposed cremains section of the cemetery.
Trustee Ellis asked if there had been a request for the County to trim the overhang of trees by Palmers on Genesee Street. Dan Patterson will follow up with a phone call.
G. OLD BUSINESS
· Work Rules / Health Insurance
Discussion: Mayor Helen Day recommends the current health insurance benefits remain as is for Daniel Patterson. After September 14th, 2011 any new subscriber eligible for health benefits will pay 50% of the premium. Compensation Time will be monitored by the direct supervisor and must be used within a 2 week period. Use it or lose it. Discussion continued about payment of time and a half after 40 hours. How does this work with holiday pay, vacation time and sick time? Motion by Trustee Cheryl Ziegler Greer to allow wages at time and a half over 40 hours contingent upon a clarification from NYCOM. Second by Trustee Chris Ryan. Approved 5/0.
· Sidewalk Installation: DePalma - As per Trustee Ellis's report, the work will commence once the signed contract is in DePalma's hands.
· Salato Gardens Pilot Progra - Discussion, the Trustees would like more information from the Assessor with regards to the amount of tax collected if the PILOT program is cancelled. Motion by Trustee Ron Erickson to table the decision with regard to the Salato Gardens PILOT renewal request until the Assessor can provide information on the tax benefits. Second by Trustee Chris Ryan. Approved 5/0.
H. NEW BUSINESS
· Resume - Barrie Lyn Foster - Historian Position
Discussion, there is $500.00 in the budget for a Village Historian. Ms. Foster is the Aurelius Historian and has a section of climate controlled storage at the Town Hall, 1241 West Genesee St Rd to preserve and organize the historical records of the Village. Motion by Trustee Chris Ryan to appoint Ms. Barrie Lyn Foster as Village Historian, second by Trustee Ron Erickson. Approved 5/0.
· Resume for Code Officer
Discussion, Mike Andersen has given his notice but will stay on until a replacement is appointed. Consideration for possibly sharing services with another Village, Town or County Codes Officer. Tom Passarello Code Officer for the Town of Aurelius has submitted a resume, Mayor Day has another resume for review but she did not have it for review. Consensus to advertise for the position and bring all resumes to the October meeting.
· Marilyn Baader has offered her services to remain on as webmaster and news letter editor under a contractual basis. Motion by Trustee Cheryl Ziegler Greer, Second by Trustee Ron Erickson. Approved. 5/0
· Amended motion by Trustee Cheryl Ziegler Greer to hire Ms Baader contingent upon an acceptable hourly rate, Second by Trustee Ron Erickson, Approved 5/0. Mayor Day will contact Marilyn.
I. OPEN DISCUSSION BY VILLAGE BOARD
1. Request that Dan Patterson contact the Cayuga County Sheriff work crew and see if they could clean the Village Hall in the near future.
2. Take down the Village Office sign and possibly look into the USCS Art Students to change the sign with the new clerk hours. Hours for now are Monday and Wednesday 3:00pm - 7:00pm , Thursday 8:00am - 12:00pm and Friday 12:30pm - 3:30pm. (Debbie Pinckney has a commitment to collect USCS School Taxes and won't be available on Fridays until October 14th . Beginning the week of October 10th the office will be open Monday and Wednesday from 3:00pm - 7:00pm and Friday 8:00am - 3:00pm and the last Saturday of each month from 8:00am - 11:00am. It was also suggested the new hours be posted in the Citizen Newspaper.
J. CLERK'S REPORT
· Anti-Virus Program is needed for both Village computers. Motion by Trustee Chris Ryan, Second by Trustee Cheryl Ziegler Greer. Approved 5/0.
· Drop Box installation request. Village Clerk Debbie Pinckney would like to install a secure drop box at the Village Office, possibly in the North Wall of the Office by the copy machine room. Debbie Pinckney will have a quote for a Hamilton Bank night drop at the next board meeting. Discussion and suggestion to move forward with the installation ASAP. Motion by Trustee Chris Ryan, Second by Trustee Cheryl Ziegler Greer. Approved. 5/0.
· Water Meter Reading cards were mailed today. Water/Sewer bills will be processed the week of October 3rd and mailed reflecting the new rates.
K. TREASURER'S REPORT
· Treasurer's Report through 8/31/2011
· Sharon Stratakos has submitted a voucher for $300.00 for her services as the Village Accounting/Payroll Consultant. Previous vouchers submitted were $150.00 each month split between the A,F & G funds. After a conversation with the Mayor it was noted that Ms. Stratakos stated she has been the Village Bookkeeper and will continue as such on a contractual basis. It was the consensus of the Trustees to use Ms. Stratakos on a month to month basis as the newly appointed Treasurer/Bookkeeper Lori Milne learns the program. Updates will be provided at the next Board meeting.
· Request to transfer funds from A5110.4 to A5410.4
· Bookkeeper/Treasurer Lori Milne is working on a Fixed Asset list for the Auditors. Properties have been listed and she will be contacting various departments for contents. This is a time consuming job as there is a need to research the dates that the item was purchased and the cost. Then the items must be categorized and a depreciation schedule maintained.
L. TIME LINE REVIEW
1. Win-A-Ton Fund Raiser will be held at the Cayuga Fire House on Saturday September 17th. There are only a few $100 tickets left.
2. Request by Trustee Ron Erickson that the torn and tattered American Flags be removed from the Village Street poles before the next meeting.
3. Reminder to Superintendent Dan Patterson that the Village needs to purchase road salt and finalize the salt contract.
4. Water Samples will be pulled next Wednesday
5. Tree Replacement Plan
6. Review of the newly installed meter readings and annual reading of all water meters.
