Mayor Donald Myers called the meeting to order at 6:54 p.m. Trustees Nancy McGuerty, Gary Fickeisen, Gary Mulvaney, and Chris Leonard were in attendance. Also present were: Anne Riddell - Clerk, Susan Wade – Treasurer, Lauren Langtry – Republican Register, Charles Marangola - Village Attorney, Denise Stayton – Director of Cayuga County 911, Moravia Police Officer James Willis, Bill Tammaro, Pat Shaw, Anne Haessner, Joe Lorah, and Kevin Davis.
· MOMENT OF SILENCE FOR THE VICTIMS & FAMILIES OF VIRGINIA TECH
· MINUTES
A motion was made by Trustee Leonard, seconded by Trustee
McGuerty and carried with a 4-0 vote to approve the minutes for April 9, 2007
with the deletion of one word “department” under the NYSDEC Sewer Treatment
Plant Report.
· BILLS
A motion was made by Trustee McGuerty, seconded by Trustee Mulvaney and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from bill #471 due to conflict of interest – Community Newspapers.)
· TRANSFERS
A motion was made by Trustee Leonard, seconded by Trustee Mulvaney and carried with a 4-0 vote to approve the following transfers:

· EXECUTIVE SESSION
A motion was made by Trustee Leonard, seconded by Trustee McGuerty and carried with a 4-0 vote to enter into executive session at 7:39 p.m. to discuss the pending Town of Moravia Water Agreement.
A motion was made by Trustee McGuerty, seconded by Trustee Leonard and carried with a 4-0 vote to exit executive session at 7:49 p.m.
· DEPARTMENT REPORTS
A motion was made by Trustee McGuerty, seconded by Trustee Leonard and carried with a 4-0 vote to approve the Police Report for the month of March.
A motion was made by Trustee McGuerty, seconded by Trustee Mulvaney and carried with a 4-0 vote to approve the Code Enforcement Report for the month of March.
A motion was made by Trustee Fickeisen, seconded by Trustee Leonard and carried with a 4-0 vote to approve the Justice Report for the month of March.
· FIRE STATION – MAIN STREET
After some discussion, a motion was made by Trustee Fickeisen, seconded by Trustee Leonard and carried with a 4-0 vote to direct the Village Clerk to obtain proposals from local realtors, Barbara Adams and Jack Wellauer to sell the fire station located on Main Street.
· LAND OFF BROCKWAY ROAD
Each of the Trustees received a copy of a letter of opinion from Attorney James Baker pertaining to water rights on properties located off Brockway Road (Parker and Galloup Springs Water Line). (The letter will be placed on file for future reference.)
· DUMP TRUCK REPAIRS
Trustee Leonard reported that Stoyell is still working on an estimate for the repairs needed on the Village’s dump truck. After some discussion, the Board requested the Mayor to get some prices on one-ton dump trucks.
· POLICE/JUSTICE CENTER
Each of the Trustees received a copy of the notes and photos that were taken by Trustee Mulvaney during a recent walk through of the new Police/Justice Center pertaining to some concerns of the building. After some discussion the Board requested that the Village Clerk instruct Village Attorney Charles Marangola to draft a letter to General Contractor, Gudabri, Inc.
Moravia Police Officer James Willis also requested the Board reconsider the purchasing of garage door openers for the Police Department. The Mayor stated that he would get the quotes the Village had received at the end of last year and bring them back to the Board for further discussion. Officer Willis also stated the outside lights on the garage were not working and the curb stops in the parking lot needed to be put back in place.
Patricia Shenk had requested to be placed on tonight’s agenda to further discuss her use request of the new Police/Court Center. Mrs. Shenk did not attend. The Trustees suggested the Village Office contact her and suggest the possibility of her using the new Fire Station located on Keeler Avenue.
· SHERIFF’S DEPARTMENT – CLOSEST CAR CONCEPT
Denise Stayton, 911 Administrator, addressed the Village Board and handed out a revised draft agreement from the Cayuga County 911 Center Dispatch - Closest Car Concept. Ms. Stayton stated this would be for emergency situations only and the Village would be covered under their insurance policy. Village Attorney Charles Marangola questioned the insurance coverage for the liability and workmen’s compensation for Moravia Police Officer’s that travel outside the Village on a call dispatched to them through the 911 Center. After some discussion, the Board requested the Village Clerk contact Village Insurance Agent Walter Dabulewicz to discuss the insurance coverage with him. The Board also requested that Ms. Stayton get answers to the insurance concerns or return with someone that could answer them. No decision was made at this time.
· MORAVIA CENTRAL SCHOOL BUDGET PRESENTATION
Moravia School Superintendent William Tammaro presented the Village Board of Trustees with the 2007-2008 proposed school budget. Mayor Myers thanked them for coming.
· FULLER PARK USE REQUEST
Each of the Trustees received a use request for Fuller Park for July 28, 2007 from Village resident Carol Chase of 87 South Main Street for a Barbershop concert with the Cayuga Chimes.
A motion was made by Trustee McGuerty, seconded by Trustee Leonard and carried with a 4-0 vote to approve the use request for July 28, 2007 and to waive the $25 fee if the concert is free to the public. (It was noted the Cayuga Chimes is a non-profit organization.)
· ADD DELINQUENT WATER & SEWER CHARGES TO VILLAGE TAXES
A motion was made by Trustee Leonard, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve adding the delinquent water and sewer charges to the 2007 Village Tax Roll in the amount of $13,829.10 (water = $4,584.02 / sewer = $9,245.08) for collection.
A motion was made by Trustee McGuerty, seconded by Trustee Leonard and carried with a 4-0 vote to approve adding a lawn mowing unpaid invoice to the 2007 Village Tax Roll in the amount of $140.00 for John Gloor (tax map #210.10-2-24).
· MORAVIA AREA GARDEN CLUB REQUEST
Each of the Trustees received a letter of request from the Moravia Area Garden Club for funds to purchase summer flowers for the four planters that will be placed on Main Street.
A motion was made by Trustee Mulvaney, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Moravia Area Garden Club to spend up to $150.00 for flowers from Anna’s Flower Shoppe.
· INFORMATIONAL ITEMS
The Village Board of Trustees each received a copy of the following:
- Thank you letter from Powers Library to Village Board.
- Letter/Notice from Cayuga County Health Department.
- Response letter from Village to NYSDEC – Annual Inspection.
- Resignation letter from Moravia Police – Taber.
- Cayuga County Legislature Agenda and Resolution List (04/24/07).
The Mayor reported to the Board that the Village Office had received some employment applications for the Village Code Enforcement Officer’s position. The Mayor stated that the Village Office would set up interviews for the applicants and the Board of Trustees in the near future.
Trustee McGuerty had a list of concerns as follows:
- Appleton Disposal was not recycling weekly garbage pick up.
- Curb needed to be repaired on Park Street between Rose and Hunsinger.
- Debris needed to be picked up on Park Street from creek between Rose and Hunsinger.
- People were bringing in garbage from outside the Village to be picked up.
Mayor Myers stated that he would address her concerns with the appropriate departments.
A motion was made by Trustee McGuerty, seconded by Trustee Leonard and carried with a 4-0 vote to enter executive session at 8:35 p.m. to discuss personnel.
A motion was made by Trustee Leonard, seconded by Trustee Mulvaney and carried with a 4-0 vote to exit executive session at 8:48 p.m.
A motion was made by Trustee McGuerty, seconded by Trustee Mulvaney and carried with a 4-0 vote to adjourn at 8:48 p.m.
