· PLEDGE OF ALLEGIANCE
Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. Trustees Nancy McGuerty, Gary Fickeisen, Chris Leonard, and Anthony Peppe were in attendance. Also present were: Anne Riddell – Clerk and Susan Wade – Treasurer.
· PUBLIC TO BE HEARD
Mayor Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke.
· MINUTES
A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the minutes for August 25, 2008 Village Board Meeting.
· BILLS
A motion was made by Trustee Leonard, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following bills with a 2-cent increase of voucher #125 Corner Stone (from $77.47 to $77.49).
· TRANSFERS
A motion was made by Trustee Leonard, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following transfer:

· DEPARTMENT REPORTS
A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Treasurers Report for the month of August.
A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Public Works Report for the month of August.
A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of August.
A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Police Report for the month of July.
A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Police Report for the month of August.
A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Dog Control Report for the month of August.
It was noted that there was no Justice Report for the month of August.
· TOWN OF MORAVIA WATER DISTRICT
They Mayor stated that there was no update on the proposed Town of Moravia Water District.
· ASBESTOS REMOVAL – BARN ADJACENT TO FULLER PARK
Mayor Mulvaney stated that there was no update. This item was tabled until the next regularly scheduled Board meeting.
· LETTER OF REQUEST (INDIAN MOUND CEMETERY)
Mayor Mulvaney stated that he was working with Sheriff Gould on this request and will keep the Board updated. This item was tabled.
· VILLAGE INSURANCE (WALT DABULEWICZ)
Walt Dabulewicz of Kilborne Agency, the Village’s current agent, distributed a handout reviewing the Village’s current insurance. Mr. Dabulewicz itemized each section of the Village’s policies in detail. Mr. Dabulewicz gave permission to the Village to copy the handout to any interested insurance companies in the future. The Board thanked him for coming.
· PUBLIC HEARING – LOCAL LAW #1 OF 2008 – SEWER USE LAW
A motion was made by Trustee Leonard, seconded by Trustee McGuerty and carried with a 4-0 vote to open the Public Hearing for Local Law #1 of 2008 entitled “Sewer Use Law” at 7:12 p.m.
A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to close the Public Hearing at 8:22 p.m.
A motion was made by Trustee McGuerty, seconded by Trustee Leonard and carried with a 4-0 vote to approve Local Law #1 of 2008 entitled “Sewer Use Law.”
· FINGER LAKES TOURISM ANNUAL CONTRACT
A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Finger Lakes Tourism annual contract for 2008/2009 for $225.00.
· TREE PLANTING
Mayor Mulvaney received approval from the Board to order and plant the eight (8) trees this fall that had been approved earlier this spring, but not purchased. (The Board approved purchasing eight (8) trees from Lakeview Nursery for a total cost of $960.00 at the May 27, 2008 Village Board of Trustees Meeting.)
· HOMECOMING PARADE REQUEST
A motion was made by Trustee Leonard, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Homecoming Parade on September 27, 2008 at noon. The Mayor directed the Village Clerk to send a memo to Acting Officer in Charge James Willis requesting traffic control for the parade.
· INFORMATIONAL ITEMS
The Village Board of Trustees each received a copy of the following:
- Memo from Village Clerk to Village Attorney pertaining to Village Ordinances.
- Quarterly Open Agenda Items.
- Letter from Cayuga County Legislature (re: Hyper-Reach System).
- Special Meeting Notice (9/18/08 – Enhancing Main Street).
- Letter from Village Clerk to NYSDEC (Sewer Use Law).
- Town of Moravia Meeting Minutes (05/21, 05/28, 06/18, 07/16/08).
- Pubic Service Commission Notice (Verizon).
- Four Town First Aid Squad Open House invitation (9/21/08).
- Email from Cayuga County Homeless Task Force.
- Legislation awaiting action (Police retirement age increase and funding for School Crossing Guards).
- Cayuga County Legislature Special Meeting Agenda (9/15/08).
A motion was made by Trustee Leonard, seconded by Trustee Peppe and carried with a 4-0 vote to adjourn at 8:50 p.m.
