· PLEDGE OF ALLEGIANCE
Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. Trustees Nancy McGuerty, Anthony Peppe, Christopher Leonard, and Gary Fickeisen were in attendance. Also present were: Anne Riddell – Clerk and Susan Wade – Treasurer, Melinda Bourque – Republican Register.
· PUBLIC TO BE HEARD
Mayor Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke.
· MINUTES
A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the minutes for the March 8, 2010 Village Board Meeting.
· BILLS
A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following bills.
· PURCHASE ORDER
A purchase order was tabled until the next regularly scheduled Board meeting.
· DEPARTMENT REPORTS
A motion was made by Trustee Leonard, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Code Enforcement Report for the month of February.
It was noted that the Board requested all paperwork of rental inspections that are in the process of being completed from the Code Enforcement Officer for the next regularly scheduled Board meeting.
· OLD FIRE STATION (MAIN STREET)
Mayor Mulvaney reported that the surveyor met with both attorneys’s to review the right-of-ways leading to the old fire station from Central Street to the rear of the old fire station.
· TREES ON NORTH MAIN STREET
Mayor Mulvaney reported that there was no news or update pertaining to the trees on North Main Street.
· RESOLUTION (MCS – PURCHASE OF FUEL GRANT)
Mayor Mulvaney reported that there was no news on the Resolution request from the Moravia Central School pertaining to their application for a fuel grant.
· WILLIAMSON LAW SOFTWARE SUPPORT (PAYROLL)
A motion was made by Trustee Leonard, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the annual payroll software support contract with Williamson Law for a total of $605.00.
· APRIL FAIR HOUSING PUBLIC NOTICE
A motion was made by Trustee Peppe, seconded by Trustee Leonard and carried with a 4-0 vote to declare April as Fair Housing Month.
· EMPLOYMENT APPLICATION (J. PHOENIX)
An employment application from John Phoenix was on the table for Board review.
A motion was made by Trustee Fickeisen, seconded by Trustee Leonard and carried with a 4-0 vote to accept the employment application from John Phoenix and place on file.
· UPDATED VILLAGE OF MORAVIA EMERGENCY WATER PLAN
The Village Board of Trustees received a copy of the updated Village of Moravia Emergency Water Plan.
A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Village of Moravia Emergency Water Plan.
· UPDATED VILLAGE OF MORAVIA EMERGENCY OPERATIONS PLAN
The Village Board of Trustees received a copy of the updated Village of Moravia Emergency Operations Plan.
A motion was made by Trustee Leonard, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Village of Moravia Emergency Operations Plan.
· UPDATED VILLAGE OF MORAVIA EMERGENCY MANANGEMENT PLAN
The Village Board of Trustees received a copy of the updated Village of Moravia Emergency Management Plan.
A motion was made by Trustee Leonard, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Village of Moravia Emergency Management Plan.
Village Clerk Anne Riddell noted that all three of the plans are confidential, however, a copy of the Emergency Management Plan would be distributed to those listed in the “Distribution of Plan” in the Emergency Management Plan.
· CPR/FIRST AID TRAINING
Village Clerk Anne Riddell informed the Board that the New York State Department of Labor does not require CPR/First Aid certification for public employees, as previously believed.
After some discussion, the Board directed Village Clerk Anne Riddell to send a memo to the Village employees stating that CPR/First Aid certification was not required, however the Village will reimburse any Village employees for training if they choose to do so in the future.
· EMERGENCY REPAIR PROGRAM REQUEST (BREESE)
Each of the Trustees received a copy of a memo from Thoma Development requesting authorization for Edwin Breese of 21 Walnut Street to obtain $6,589.00 from the Village’s Emergency Home Repair Program for masonry.
A motion was made by Trustee Peppe, seconded by Trustee Leonard and carried with a 4-0 vote to approve the application of Edwin Breese of 21 Walnut Street, Moravia for $6,589.00 from the Village’s Emergency Home Repair Program for masonry.
· BUDGET WORKSHOP
The Board and Treasurer Susan Wade reviewed and discussed the 2010-2011 Tentative Budget.
· SET PUBLIC HEARING FOR 2010-2011 BUDGET
A motion was made by Trustee Leonard, seconded by Trustee McGuerty and carried with a 4-0 vote to set the public hearing for the Village of Moravia 2010-2011 budget for Monday, April 12, 2010 at 7:00 p.m.
· INFORMATIONAL ITEMS
The Village Board of Trustees each received a copy of the following:
- Village of Moravia Planning Board Minutes (3/1/ & 3/15/10).
- Timeline for Copley tree removal on Congress Street.
- Draft resolution to increase water rates.
- Cayuga County Legislature Agenda and Resolution List (3/23/10).
A motion was made by Trustee Leonard, seconded by Trustee McGuerty and carried with a 4-0 vote to enter Executive Session at 9:00 p.m. to discuss personnel.
A motion was made by Trustee Leonard, seconded by Trustee McGuerty and carried with a 4-0 vote to exit Executive Session at 9:36 p.m.
A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to adjourn at 9:37 p.m.
