VILLAGE BOARD MEETING                                                     DECEMBER 27, 2011

 

·        PLEDGE OF ALLEGIANCE

 

Mayor Gary Mulvaney called the meeting to order at 7:00 p.m.  Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance.  Village Clerk Anne Riddell was also present.

 

·        PUBLIC TO BE HEARD

 

Mayor Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda.  No one spoke.

 

·        MINUTES

 

A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the minutes for the December 12, 2011 Village Board Meeting, as amended.

 

·        BILLS

 

A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following bills.

 

·        DEPARTMENT REPORTS

 

A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of November.

 

A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Code Enforcement Report for the month of November.

 

It was noted that there was no Fuller Park Inspection or Justice Report for the month of November.

 

·        WAIVER REQUEST (ST. MATTHEW’S SUBDIVISION FEE)

 

Each of the Trustees received a letter of request from St. Matthew’s Episcopal Church requesting a waiver in the “variance fee”.  Village Clerk Anne Riddell stated that their intention was to request a waiver in the “subdivision fee” of $150.00, as the church is applying to subdivide the property at 14-18 Church Street.

 

A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve waiving the $150.00 subdivision fee for St. Matthew’s Episcopal Church.

 

·        EMPLOYEE SCHOOLING REQUEST (GRANATO)

 

Each of the Trustees received a copy of the Course Description for Village employee Samuel Granato to attend in January 2012.  Mayor Mulvaney noted that this was the last class that Samuel Granato would need to attend and would only need to accumulate approximate one more year of work hours at the Sewer Treatment Plant before taking his exam for the Grade 3 Wastewater Certification.

 

A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve Village employee Samuel Granato to attend the next class “Grade 3 Supervision and Technical Operations” from January 23-27, 2012 in Morrisville that would include the $550.00 registration fee, books, mileage reimbursement and lunches.

 

·        RESOLUTION (NEW CHECKING ACCOUNT – HEALTH REIMBURSEMENT)

 

Each of the Trustees received a copy of a resolution to set up a new checking account for the Health Reimbursement Arrangement account with Excellus BlueCross/BlueShield.

 

A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following resolution.

 

BE IT RESOLVED THAT the Board of Trustees of the Village of Moravia, New York, hereby grants permission to the Village Treasurer to open a new checking account with the First National Bank of Groton for the purpose of depositing funds to be used toward the Health Reimbursement Arrangement account with Excellus BlueCross/BlueShield Choice Strategies Employee’s Health Insurance.

 

·        MVP HEALTH INSURANCE (VILLAGE RETIREES)

 

Each of the Trustees received a copy of the MVP Health Insurance Contract for the two (2) Village retirees.

 

A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the contract with MVP Health Insurance Company for 2012 for $248.40 each.  (Village Clerk Anne Riddell noted that there was no increase in the premium for 2012.  It was also noted that the benefit period listed on the contract would be changed to January 1, 2012 through December 31, 2012.)

 

·        INFORMATIONAL ITEMS

 

The Village Board of Trustees each received a copy of the following:

-         Thank you letter to the Town of Moravia from the Village.

-         Letter of request from Mayor Mulvaney to NYSDEC (Re:  Wastewater Treatment Plant Operator).

-         Village Planning Board Minutes (12/19/11).

-         SE Day Fund Christmas Synopsis from Jennings Department Store.

-         Two (2) faxes from NYS Comptroller to Village’s two (2) Judge’s.

 

The following was on the table for Board review:

-         A thank you card to the Village from a Village resident.

-         Clean Air Grant Certificate (purchase of wood chipper with Town of Moravia).

-         Moravia Volunteer Fire Company Installation Dinner Invitation.

 

Mayor Mulvaney informed the Board that Mike Perkins (DPW) was getting estimates for six (6) new tires for the white one-ton truck that would be presented to the Board in the near future.


A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to adjourn at 7:38 p.m.
