WATER QUALITY MANAGEMENT AGENGY Meeting Minutes - Nov 18, 1999 10:30am -12:00pm Present: D. Fox, E. O'Connor, B. Brower, K Bertruch, B. Brower, Judy Wright, R.Standbrook Bob opened the meeting at 10:35 a.m. and asked if any other matter needed to be added to agenda - No additions to agenda noted. Approval of Minutes Motioned to approve the minutes of the June 29,1999 Meeting Eileen 1st Dick 2nd Motion passed unanimously. FLOWPA 99-00 Work Program Bob explained that the appropriation is slightly down from last year ($50,000 to $48,148 ) due to the increased number of agencies involved with this program. Total State contribution is the same, yet dollars to each agencies will be slightly less. We have submitted to FLOWPA using the same formula as last year. Soil and Water, Health Department– Education and Inspections, Planning Funding is being set up as a resolution. Bob suggested that we take the opportunity to look into ways to change the funding process while preparing budget for next year. Motioned was made for the committee to reconsider the budgeting and funding organizational structure of the WQMA; and any changes resulting from this consideration, to be included in the 2000-2001 Budget. Dick F. - 1st Judy - 2nd Motion passed unanimously. Eileen expressed her concerns for the need for additional funding to do additional samplings. Can we provide additional samplings or purchase the instruments? Additional sampling is needed for Duck Lake due to high fecal counts. It was discussed that FLOWPA State dollars would not be able to be used for Duck Lake, because Duck Lake does not have public access, and is used for private use. Members were in favor of funding a solution to increased sampling, yet not under FLOWPA. Eileen to check where Duck Lake flows into for next meeting. Suggestions were made to requests additional sampling for all lakes at the same time. We will need to check into long- term sampling and perhaps using grant resources in next year’s budget. WQMA – Mini – Grants Level I was received for $750.00and was credited to the WQMA revenue account, will check on the status of three other Levels. Update on Seawall - Bob explained that the water circulation survey is done and is available for public review. Models for the Seawall and the gazebo will be available by December 7th for review. Emerson Park Bathing Beach Eileen presented the results of Owasco Lake sampling throughout the summer. The West beach was closed mid- August. Regrowth problem results after Great Race. Due to the drought, City of Auburn kept the out flow to a minimum. Eileen said need to close beach when levels are high; expressed need to develop ways to bring fresher water from the deeper parts of the lake to the shallow beaches. Discussed bird aversion,- better results this year, than in the past. Amendment of FLOWPA Budget Due to increase samplings, Eileen requested to move dollars from education portion to inspection. Motion for Health Department to move money from education to watershed inspection in the budget. Ralph – 1st Eileen – 2nd Motion passed unanimously. Cayuga Lake Watershed – Kathy Bertruch Presented the Cayuga Lake Watershed Management Plan - the third year application for continuation has been presented to the NYS DOS and are working on continuing to develop the description of a new position and funding sources.
Search for Water Quality Manager Currently have an individual whom may be interested in the part time coordinator position. Will continue to search for interested, qualified individual.
